GOVERNANCE
The governing body of the ACC shall be a Board of Directors. The Board shall contain one representative & one backup of every member organization. The leader of each member organization (if it shall have a sole leader) shall be responsible to fulfill the role of Board Member unless that leader designates another non-affiliate member of that organization to serve instead.
Every member organization of the ACC runs their group however they see fit as long as they adhere to the basic ACC laws and code of conduct.
CODE OF CONDUCT
All member organizations should:
- Treat every Citizen with respect, tolerance, and compassion.
All member organizations should:
- Respect the privacy of any and all privileged information to which they are granted access as a benefit of membership in the ACC. (Members are also encouraged, but not required, to share material information that could economically benefit other ACC members.)
- Avoid confrontations with other organizations and individuals whenever possible.
- Come to the support of fellow members in distress if they are both in relative proximity and not either currently engaged in battle or heavily damaged.
- Report any violation of this Code to a Board member as soon as possible.
CRIMINAL PROHIBITIONS
- The ACC requires all of its member organizations and their employees to abide by the laws of each system in which they do business. In addition, the following will be strictly prohibited:
- Piracy as it exists can have dangerous repercussions for the ACC to include War and therefore will not be tolerated.
*Smuggling:
(a) Is not allowed within UEE control space and where UEE law is enforced.
(b) Any products that the UEE considers as black market is not allowed to be traded.
© The ACC Board may make exceptions to this rule upon application and a 2/3 vote of the Board.
- If the Board decides that the interests or survival of the ACC is severely threatened in a manner that cannot be settled diplomatically, it may, with a three quarters vote, enter into a state of war. The Board must immediately post a public statement listing the antagonists, any current allies, and the cause of entering the war.
- The Board shall also have the power by three quarters vote to temporarily suspend any or all of the Criminal Prohibitions while in a state of war.
Individual member organizations are prohibited from entering a war on their own. If the Board votes the ACC into a war, all member organizations, regardless of size, are expected to contribute to the best of their abilities. The ACC will fight as one, or not at all.
ACC FORUM RULES
The ACC Forum is for “community” therefore we do not allow any recruiting in the ACC Public Forum. Each Member organization has their own dedicated board which they control and may recruit with if they choose.
“Sniping” recruits from other ACC member organizations will not be tolerated. If a member change is necessary, it must be approved by both member organizations.
Board Member Voting & Activity
Board Member Activity:
The ACC Board Members are required to monitor the ACC Board Room at least once a week to check and participate on active votes.
Board Voting:
* Two thirds vote needed to declare war.
- Three quarter vote for change charter.
- Majority vote for all other votes = 2/3 of board members.
- Votes are 5 days long then locked. If a board member does not vote then their word will not be heard and the vote will pass based on the number of votes the time the vote locks.
- A board member may abstain from any vote without explanation.
Conflict Resolution
- ACC Member organizations are first to attempt to deal with all conflict between other member organizations and their members first to the best of their ability. If a resolution cannot be achieved between two ACC organizations and their members then they may choose to call on the * ACC board to resolve the conflict under the following procedure:
- The Board will separately hear and question all sides.
- Once all sides are heard the Board will call all involved into a forum to discuss possible resolutions.
- The Board will hold a vote to decide on what resolution is in the best interest of all parties involved and the ACC.
ADDITIONAL NOTES
The Board shall have the power to enter into binding Non-Aggression Pacts (NAPs) where efficacious via a two-thirds vote.
A light-to-medium level of activity expected from organization members.
At this time the ACC has no plans of instituting any form of taxation upon its members.
