The Blackout-Empire was founded by Cyrus Black aka Emperor Blackout outside of time and space and has outposts in countless universes, multiverses and metaverses.

Manifesto

The Blackout Empire is always on the lookout for new universes to conquer and integrate into its main multiverse.
Since the meta is full of infinite infinities, there is no reason to just take any universe and start wars unnecessarily.
That’s why most universes only have such small outposts.
