Lobos / SHOOTINGS

Lobos is an intelligence network that is active throughout UEE territories. Not much is known about the groups activities, but Lobos is rumored to be an influential and powerful espionage group.

Lobos was founded by United Empire of Earth’s eighth Imperator Samuel Messer VIII shortly after his proclamation in 2697. Rumors of the existence of Lobos was denied by the UEE for years. Direct knowledge about the existence and activities of Lobos were (and are) highly classified and on a need to know basis.

Samuel Messer VIII used Lobos as his person enforcers during his 18 year reign. Lobos gathered intelligence on military and corporate organizations, assassinated Messer’s enemies and would be tasked with any operations that needed to be done outside of the public eye.

During Samuel Messer VIII’s reign as Imperator he refused to deal with on going threats to UEE territories by the Vanduul. In 2712, Samuel’s refusal to act after the Vanduul destroyed a fleet of UEE navy ships in the Orion system, forced his closest allies and family to turn on him.

In 2715 Lobos was contracted by Samuel Messer VIII’s brother Galor to assassinate Samuel. Samuel Messer VIII was stabbed to death in his sleep by an assassin working for the espionage group he had founded. Before Samuel was murdered the assassin tasked with the job looked at the sleeping Samuel and said “If your going to run with the wolves, you have to howl at the moon”. This has been the Lobos modo ever since. Galor ascended to become Imperator in his brothers place.

For the next hundred years every Imperator (including Galor himself) used Lobos to get their dirty work done; all the while denying Lobos existence. Intelligence gathering on organizations and individuals, assassinations, intellectual theft and clandestine operations are just a few of the tasks that Lobos has carried out for Imperators under a blanket of secrecy.

In 2823 the existence of Lobos was confirmed in a leaked UEE budgetary proposal. Normally black budget projects names are changed in budgetary proposals but this leaked early draft included the Lobos name. Knowledge of Lobos existence was denied by the Imperator at the time Marshall Leon. Marshall Leon publicly condemned Lobos and officially disbanded the organization. Later declassified documents showed that not only did Marshall Leon know of Lobos existence prior to the leak, but also used the services of Lobos before and after their official disbandment.

Even though Lobos was officially disband by the UEE they continued and continue to exist. Today Lobos is considered a criminal organization by the UEE. Lobos still operates much the same way it did before being disband. Intelligence gathering on organizations and individuals, assassinations, intellectual theft and clandestine operations all under a blanket of secrecy. The only difference is that Lobos is funded by and loyal to the highest bidder.

It is thought that Lobos agents are imbedded in every organization, political party and criminal syndicate in the UEE today. From mining organizations to criminal syndicates. From security guards to high profile politicians. Lobos agents are watching, participating and all the while gathering intelligence.

Somewhere out there, there is a individual or organization that needs something outside of the rules done, but can not risk getting their hands dirty. That is when Lobos howl at the moon.
